This Disclosure is a contract which establishes the rules covering your Stored Value Card with PlainsCapital Bank, Lubbock, Texas. By using this product you agree and accept all the terms and conditions of this Disclosure. Please read it carefully.
A Stored Value Card (Payroll Card) is a card that accesses funds paid in advance to cover future purchases or cash withdrawals. The funds that are paid in advance are held by a financial institution and then released per usage until the card's value has been fully or partially depleted. The Payroll Stored Value Card is re-loadable.
Business Days and Hours - For purposes of these disclosures, our business days are Monday through Friday, Holidays are (not) included. The bank's normal business hours are from 8:00am - 5:00pm.
Payroll Cards - The payroll card can be distributed by the employee's employer. The employer is responsible for loading the card with funds. The employee and/or card holder can also load money onto the card using the card's consumer website www.plainscapitalbank.com/payrollcard, or by using the Integrated Voice Response Unit (IVRU) number on the back of the card (1-800-538-9990 Customer Service number). You may re-load your payroll card using the Stored Value Card consumer website and/or your employer will re-load with your net pay amount. You may also link your checking and/or savings account to your stored value card, and re-load the card with a credit card. Statements are viewable for free at www.plainscapitalbank.com/payrollcard
Error Resolution
Consumer Liability - Tell us at once if you believe your card has been lost or stolen. Telephone PlainsCapital Bank at (806) 795-7131 or write us at PlainsCapital Bank, Main Bank Administration, PO Box 271, Lubbock, Texas 79408 as soon as possible. Telephoning is the best way of keeping your possible losses down.
If you tell us verbally, we may require that you send us your complaint or question in writing within 10 business days. The bank will determine whether an error occurred within 10 business days after we have received your complaint. However, in some cases, it could take up to 45 days for the bank to investigate your complaint. If you believe your card has been lost or stolen, and you tell us within two business days after you learn of the loss or theft, you can lose no more than $50 if someone used your card without your permission. If you do not tell us within two business days after you learn of the loss or theft of your card, and we can prove we could have stopped someone from using your card without your permission, you could lose as much as $500 or unlimited funds.
If your bank statement shows transfers that you did not make, you will tell us at once. If you do not tell us within 60 days after the statement was made available to you, you may not get back any money that you lost after the 60 days if we can prove that we could have stopped someone from taking the money if you had told us in time. Tell us your name, payroll card number, describe the error or transfer you are unsure about, and explain clearly why you believe it is an error, include the dollar amount, date, and where the transaction took place in writing.
For errors involving foreign ATM machines or point-of-sale transactions we may take up to 90 days to investigate your complaint. The bank will tell you the results within three business days after completing our investigation. If the bank decides there was no error, we will send you a written explanation. You may ask for copies of the documents that we used in our investigation.
Consumer PIN Liability - It is the responsibility of the cardholder to protect their designated PIN (Personal Identification Number). The bank will not be responsible for lost/stolen cards with the pin number written on the card. PlainsCapital Bank will also not be liable if you do not change your PIN from the default PIN assigned to new cards. You may change your PIN number at any time by using the Stored Value Card Consumer website listed above, or through the IVRU number listed on the back of your card.
Card Usage - You may use your payroll card at any merchant location that accepts the Visa Logo, and any ATM machine that accepts Pulse or Cirrus networks.
Daily Dollar Limit Amount - The daily dollar limit that can be used from signature based merchant transactions will vary as determined by your employer. There is no daily limit at ATM machines or for any PIN based transactions.
Documentation - You will receive a receipt at the time you make any transaction using one of our ATM machines or point-of-sale terminals. We cannot control whether or not you get a receipt at an ATM machine not owned or operated by PlainsCapital Bank.
Financial Institutions Liability- If we do not complete a transfer to or from your account on time or in the correct amount according to our agreement with you, we will be liable for your losses or damages. However there are some exceptions. We will not be liable, for instance;
- If, through no fault of ours, you do not have enough money stored on your card to make the transfer.
- If the PlainsCapital Bank's ATM Machine, where you are making the transfer, does not have enough cash.
- If the ATM or terminal was not working properly and you knew about the breakdown when you started the transaction.
- If circumstances beyond our control prevent the transfer, despite reasonable precautions that we have taken.
- If you use an ATM machine not owned by PlainsCapital Bank, the ATM operator or any network associated may charge you a usage fee, which may include a balance inquiry even if you do not complete the transfer.
Fees for the Payroll Card - If you lose your card, there will be a $5.00 replacement fee. If your card remains inactive for a 90 day period, there will be a monthly inactivity fee of $5.00. If you make a successful purchase or withdrawal beyond the amount remaining on your card there will be an insufficient funds fee charged of $25.00 per item. If you wish to receive a check from PlainsCapital Bank for funds off of your Payroll card a $15.00 fee will apply. We will not charge these fees if any law prohibits such charges.
Card Expiration - Payroll cards will expire three (3) years after the day they were opened. We will re-issue payroll cards in the last month prior to expiration.
Change-in-terms notification - If there are adverse changes in fees, your liability, types of transfers available, or limits on transfers, PlainsCapital Bank will provide a change-in-terms notice at least twenty-one (21) days before the changes take effect.
FDIC - As an insured financial institution we guarantee FDIC insurance on all Stored Value products.
